The Catalan Association of Municipalities for door to door collection disagrees with the article

Since the Catalan Association of Municipalities for Selective Collection Door to Door We express our profound disagreement with the statements made by the Mayor of Vilassar de Mar, Mr. Joaquim Ferrer, article published in the online newspaper on 23 February 2010 "The collection system 'door to door' makes people slaves to the trash."

The door to door collection (PaP) will seek to jointly responsible to the citizens of the waste it generates, making him share in its management. This makes people aware of the waste generated and increases its sensitivity, which leads to a reduction in waste generation and greater and better separation at source.

The changes in habits that carry the model raises a clear benefit to society and experience shows that if you make a good campaign of information and awareness, changes are not at all traumatic and within weeks the public is fully accustomed.

PaP system makes things easier for people who want to recycle and makes it more difficult to not want to participate, unlike systems based on the voluntary contribution in containers. We speak from the experience of over 90 municipalities that currently have implemented the PaP model in Catalonia, together serving more than 300,000 inhabitants.

It is also completely false that the quality of life does badly, you have garbage bags at night does not give good image. To begin with, are just a few hours which are the bags on the street, and the visual impact is much less than batteries always take 5 containers in many parts of town, with its frequent floods and bags on the floor. The withdrawal of the containers in the street can win public space, they avoid social conflict with its location (everybody wants to close containers to avoid having to walk too, but nobody wants them in front of his house as it gives a bad image and generate very bad smells) and avoid bad smells in public.

It is true that the cost of the PaP system is impractical. It is true that the cost of collection exceeds the collection container, as it requires more time and labor collection, but instead the model is collected separately PaP many more and higher quality materials, so the treatment cost is lower and integrated revenue management systems and materials sales are higher. Therefore, the overall picture tends to be similar, so much better environmental results.

We emphasize that, according to the Waste Agency of Catalonia in Vilassar de Mar in the year before the introduction of the PaP (2002) were 5.69% of gross collection and the year after implantation (2004) this a figure was 59.20%, a dramatic increase. What happened later years were problems with the collection company which led to conflicts, which were used as electoral weapon. In this sense it is very important to have very detailed statement of the contract to avoid conflicts with the collector and the collection is not used as an electoral weapon, that there is political consensus.

To implement the PAP must study the characteristics of the municipality, it is true that there are cases in which by their nature may not be advisable to apply, or should be combined with containers in some areas. But it is true that only serves to municipalities 1,000-2,000 inhabitants. In Catalonia the most populous municipalities that have implemented the CSP are: Palau-solità i Plegamans (14,070 inhab.) Canet de Mar (13,548 pop.) And Sant Sadurni d'Anoia (12,237 pop.), Although other more population who are in the process of adopting the system. There are cities of northern Italy, from which the first experiments were based in Catalonia, which have a high population like Monza, with more than 100,000 inhabitants, Cinisello Balsamo with 75,000 inhabitants, or other even much higher also other countries, thus demonstrating that the PaP system can be applied to municipalities of all sizes.

Not at all share the idea that there is no other choice but to burn part of the waste we generate. We believe in establishing the hierarchy meet current European legislation. We must join efforts in waste prevention. For example, deposit systems, return and recovery of packaging implanted successfully in different European countries get a packaging recovery above 90%. With the combination of effective systems for efficient collection, which affects the source separation quality, as is the PaP collection system, will greatly reduce the amount of waste disposed of in landfill or incineration and therefore in many cases not necessary to resort to incineration of waste.

It is a pity that having our best ways of managing in the most sustainable and efficient waste generated even political conflicts in this regard, when the health of humans and the environment should override any interest.

Since the Catalan Association of Municipalities for Selective Collection Door to Door We give explicit support to the City of Usurbil for having introduced the door-to-door collection and congratulate them on how they have done and the good results they are getting . From Catalonia, we want to encourage and give support to all municipalities Basques who decide to introduce this system, following the successful experience of Usurbil.
